The Consolidate Report page suffers from multiple critical functional defects affecting report generation, filtering, and document exporting:

Filter Button Inactivity: The primary "Filter" button in the page header is completely dead and unresponsive upon clicking.

PDF Export Failure: Selecting the "Export as PDF" option fails to execute. No PDF file is generated or triggered for download, and the dropdown menu remains wide open.

Sticky UI State (Excel Export): Double-clicking the "Export as Excel" option successfully triggers the file download, but the dropdown menu fails to close automatically, remaining permanently overlayed on the screen until a manual hard refresh or canvas click occurs.
